With reference to Your Honour's letter of the 18th instant, I have the honour to inform you that your letter of the 13th ultimo was duly received, but that as already explained in my letter of the 12th ultimo, I do not see my way to consider further the amendment of procedure under Article XXIII of the Treaty of Tientsin.
